The Rob Allen Constrictor Cord is a polyester braid, designed to tie bridle balls in the rubber when making up new rubbers for your speargun. Once the bridle has been pushed into the rubber, to prevent movement or this coming out when under stress the constrictor cord can be wrapped around the end and then tied off.
